AT&T to offer no-contract, no-activation iPhone deal
AT&T is poised to begin offering iPhone 3G inventory at a no-commitment price, lending further credence to rumors that Apple will introduce a new and improved iPhone model sometime later this year. (Earlier this week, Apple unveiled its iPhone OS 3.0 update, fueling speculation a new handset is in the pipeline.) According to internal AT&T documents obtained by The Boy Genius Report, the operator will begin selling 8GB and 16GB iPhones to existing subscribers at $599 and $699, respectively--consumers are not required to sign a two-year service agreement, nor must they activate the device at the point of purchase.
AT&T will continue to require that consumers sign up for an iPhone Data Plan if the phone is activated on its network. The operator intends to limit sales of no-commitment-priced iPhone 3Gs to one per customer, but in a FAQ AT&T admits there is no indicator in the billing system to identify whether a customer has already purchased a device as part of the promotion.

This price point keeps the average young customer away. At that price, Apple would be better off selling the unlocked phones through it's stores and to any carrier to get much higher sale volume. Besides, the 3G coverage is still being optimized for higher bandwidth by all carriers and we all know now that it may be wrong to assumes AT&T's coverage is the best 3G coverage.
